The Homeless Problem in Washington, DC is Out of Control

  • The homeless scene in DC is something I had never seen before.
    Washington DC° has always been a dynamic city with plenty of highs and lows. Just like any other major city, there are some trashed parts of town where people get shot at every night. It’s also becoming gentrified at a rate faster than just about any other place.
    For a major US city, it’s VERY clean and safe in many neighborhoods, especially the downtown core in the Capitol Hill neighborhood. But there’s a very interesting and complex dynamic going on here too. Just blocks from the white house are homeless encampments scattered all around a 20 block area.
    Now at this point, we’ve become accustomed to seeing tents in our cities. The homeless crisis in our country is getting worse - aggravated by an affordable housing shortage and a spike in drug use and mental illness. The number of homeless people here in DC is second only to New York City on the east coast. There are perhaps 10,000 homeless people in greater Washington, DC. and that number is going up.
    But looking around here, you wouldn’t know that. DC’s homeless problem isn’t on display like it is in other major US cities. Sidewalk tenting isn’t nearly as bad on the east coast. That’s because many of DC’s homeless are sheltered. Some live in short term shelters and others stay in low rent motels under government contract. A lot of mentally ill people who are sheltered at night wander the streets during the day, perpetuating random attacks and leaving a big mess in their wake.
    DC is building more shelters and affordable housing, and the goal is to get people out of short term models. The city is also working to teach job skills to its homeless. They have a plan to eliminate homelessness by the year 2025, and they’re taxing wealthy residents as a means to get there. I am highly doubtful that will happen, since other cities have declared a war on homelessness, but their problems have only grown. I mean, back in 2015, DC had a plan to eliminate homelessness by 2020 and that never happened. But what DC fears the worst is that its homeless encampments become permanent like those on the west coast.
    This city’s homeless encampments are scattered in pockets throughout town. They'll shut one down only to have another one spring up down the block. The area I focused on for this video was here, just blocks from the White House. Ironically, there are encampments just a short walk from the Federal Reserve.
    I spent an afternoon walking around the Capitol Hill neighborhood to capture the scene here, and spoke with many people who live on the streets - again, just blocks from the White House.
    The encampment scene in Washington DC is unlike any other I had seen before. It was very surreal and weird.
    The first place I visited was very odd - there were perhaps 20 or so tents scattered across a two block area in common greenways. But most of the tents were abandoned. It looked like a block of an inner city you drive down where most of the homes are vacant and boarded up. These tents had been there for who knows how long - and many still held the belongings from former residents - sleeping bags, chairs, junk. As I would learn - these tents were left up on purpose. Someone had moved on and the city never removed them. One day, a new person might move in. Although, many weren’t fit for living in anymore. Almost all of them had holes where rats had moved in. But still, they remain, their tattered fabric blowing in the late winter breeze. It was all very gritty and grimy and poor. 254,
    Now keep in mind, this might be the most liberal city in the nation. This place has voted blue since, forever ago. Why the city leaves these tents up is an answer I don’t know.
    Some of the people I talked to had no plans to EVER leave the streets. Some were waiting for housing vouchers or for a free apartment to become available. Many were TOLD they were in line for free housing, but didn’t believe it would actually happen.
    Here are snippets of some of the conversations I had spending an afternoon with DC’s homeless. It was a very weird afternoon.

Alot of people are mental government needs to open mental hospital to place people instead of forester parents .theses people. Can be anyone. Who can missed treat them just like children who go to the forester home who are missed treated ..

    Folks with mental illness especially making them homeless is heartbreaking. Where is their family? I get some are unstable themselves but damn this is sad. My daughter was struck with bipolar after having her baby living in a State 2000 miles away from home 10 years ago. We got her and our grandchild and brought them home. We got her mental health help and helped her get situated in her own home close to us. I am grateful that we were able to be strong and stable to be there for her, I couldn't imagine her life with a baby on the streets and leaving her to fend for herself. I will always be there as long as I breath to take care of my children and their children.

      My sister is 2 years and 3 months younger than me.
      She was put in disability after 1 visit to one of the best neurosurgery docs in Virginia.
      She had worked 30 years as housekeeping at Comfort Inn.
      Anyway I was the only one to help her out of 7 siblings if hers.
      4 of them had means that they could have helped her but no one stepped up to the plate.
      I did not mind paying her rent as it only took 3 months for her disability to be approved. The doctor wrote that he had no idea how she continued to work the last few years her back was so bad.
      No hearing before an ALJ was needed.
      Just shows you some families are selfish and care only about themselves.
      Even hers and my nephews and nieces had means to help her.
      I have plenty of savings I will start taking out of my IRA at 67. One year and 5 months away.
      Then I will get her set up and travel to Myrtle Beach and other places she has never been to.
      She was almost grabbed into a truck by a man who murdered an 11 year old.
      She was 13 when he almost got her. She never married or learned to drive.

    Some homeless people can’t be taken in by relatives. I tried with a cousin and she brought her drugs, works, and customers with her. Her behavior was also unendurable. She’d go into rages and destroyed my dishes. She drank my hand sanitizer and I had to call 911. She was found in a yard down the block, unconscious, was Narcanned and hospitalized. Upon discharge, I was given detailed information regarding her home care, visiting nurses, follow-up appointments. I had to explain that I worked, was not available to do home care, and that she was a tenant, not my dependent. They told me to hire 24 hour home assistants at my expense! Turns out you must provide a bed for the night aid! Sorry, my apartment wasn’t large enough! I had to leave her there. She was eventually placed in a Medicaid run home, from which she ran away.

      @@ewidontlikeyou I don’t think so either, I mean they usually put you in the barracks, or navy lodge, or pay for your lodging if you’re working away temporarily. It’s true that sometimes it might take a while to actually get your $, but there’s no way that the military is just going to let you live in the streets if you let someone know the situation you’re in. At least I don’t think they would, and I never heard of anyone doing this before 🤷‍♀️

    I worked in DC shelters for 3 years. Here is the major problems not only for individual men and women that are homeless but for families. Washington, DC closed mental institutions in the late 90's, there is one remaining which is PIW(Psychiatric Institute of Washington). A lot of these people are broken and been abused without help while others have fallen on hard times. The shelters in DC are not permanent placement for individuals or families, it is temporary. Most people will not come in shelters because they feel safer on the street. The shelters have curfew as well as checkout times. The cost of living is ridiculous in this area, and even with a salary of $50,000 a year it is hard to live. For example: Application fee is $75 to $100 per applicant, Security deposit is between 1-2 months rent, plus gas, electric, water, sewer and trash removal, amenities fee is $400+, parking fee between $200-$400 a month, an studio in a good area between $2150-$4000, One bedroom between $2600-$4500 and so on for a 450 square foot apartment. So no one should be questioning peoples walk of life. Most people are not homeless by choice, they simply can't afford the cost of living anywhere. Families will take people in when it is beneficial to them and when the money run out they will kick out people. Sharon is right, we are in a spiritual war and it is beyond politics. My God no one should be making less than $50, 000 a year. Please note: Everyone that is homeless don't have mental illness or drug/alcohol addictions.

      Closing state run mental health facilities was a huge mistake the state and feds did, stating cheap to put them in society, THANKS PATIENT ADVOCATES. Their lives are worst on the streets. This is just one example of the causes of homelessness

    If you peel back the onion, there are layers to the homelessness problem. For many, an abusive childhood is at the core. Drugs and mental illness are coping mechanisms in dealing with a shattered soul.

      I was homeless (working three different jobs) RENT IS EXPENSIVE AS HELL!! Make three times the rent and have a good credit score.. Not everyone that’s homeless is crazy..

    I did a inflation calculator on my studio apartment in Sacramento ($450/m in 2004) and now its ($1800/month) same one...
    That's literally DOUBLE (after inflation) the real cost for whats considered just a room with a bathroom connected to it. Wages haven't matched in the area.

    I lived in DC from 2006-2008, seeing unsheltered homeless was extremely rare, and tents were never seen at all. How things change.

      That was the tail end of the good times, if you will. Towards the end of 2007, the financial crisis hit. Ever since that point, we have been on a roller coaster ride and while things did get better for a short period of time, they have remained bleak. Especially if you compare this to the period from around 1985-2007.

      There were alot of homeless who made their way to DC during the Trump administration with the protester groups and never left. I spent alot of time in DC at that time and after each protest or March there would be more left behind, some to continue to protest near the Whitehouse, but more stayed to take advantage of DCs programs. They handled homelessness well with good services when it was small scale, but the sheer amount of it in recent years just overwhelmed the system.

      @@cicicorleo exactly. $15/hr is $2400 a month before taxes. You have to make 3x the rent to even be APPROVED for an apartment. Meaning an apt would have to be $800 a month to even be APPROVED to live there at $15/hr. An $800 a month apt in DC does not exist. You can't even get a a 400sq ft room in someone's basement for under $1000 month. The math is def not adding up.

    Thank you for interviewing these people Nick. It takes a lot of heart and even bravery. (Some of these people can at one moment be normal and the next they aren't there). Really appreciate these interviews and drives of a city I live near.

      You are so right, I long for the 1950s when our parents could buy a home and a car, the husband work and Mom is home with the children. The home was paid off fairly quickly, the children put through college, it was just a wonderful time in America 🇺🇸
      In a city like DC or Los Angeles the rent for a studio starts out at 1200 a month, how can anyone making minimum wage afford a apartment let alone a homeless person.

    During the Great Depression [1929-45], they called such homeless encampments Hoovervilles, after President Hoover. Maybe we should start calling them Congressvilles, in recognition of the service Congress does for the rich and their lobbyists.

      If an apartment is that expensive, it must be located in a nice area. Nice areas aren't supposed to be cheap. People have the option to move where rent is cheaper like the hood.

      It's really unbelievable jacking up prices like this especially considering the fraud they perpetrated talking the Government into taxpayer bailout. This after they knew they were deliberately giving predatory loans to low income people. Yes our insane government had victims bailing out their predators. Then they can't go ahead and take one for us, we did not perpetrate anything but the CCP sure did against all of us. I really think they could have waited to be paid back just as long as taxpayers had to wait for them to payback. Plus nobody fired, besides Lehman Brothers then cushy jobs at the treasury department under Obama he thought they deserved it. The rest got their bonuses and made lots of money off the bailout. This housing crisis has been going on for quite sometime due to greed.

    Hi, my husband and I used to have a tent on E St in the area you showed with the abandoned tents. We lived there a full year, now we both work full time jobs and have an apartment with no voucher. I feel like you might have an incomplete picture of what's going on over there.     Our government just signed a bill to give Ukrainian 40 billion dollars instead of spending that money to deal with these issues at home. Don’t get me wrong, it is a noble idea to support people and country in need, but seriously, if you can’t even take care of your own, the support to other countries sounded hollow.

    Seeing this makes me feel like this country is being destroyed from the inside out. Drugs and vices, hopeless economic situations, disincentivizing hard work and creating lack of ambition, getting more people hooked on dope and dependency more and more, it’s like a devolving spiral. And this country has what, $30 trillion in debt? It’s almost like everything has to rebuilt from ground zero again. It’s like people hearts are disillusioned to the core and their spirits are shot. Really sad.

    By the way, my husband and I were on the voucher list for the entire year we were outside and our name never came up despite a scoring high on the SPDAT. Housing vouchers do exist, but not everyone gets them, they don't come quickly at all, and it's not just free housing for a year. It's far more complicated than that.

    Oh that last guy could not have really been active in the Military, I'm in the Air Force and if your assigned somewhere the Military takes care of your accommodations or you stay on the local Military base, not out in a field in a tent. Plus he was not clean shaven and where is his uniform? He did sound like he may have been active in the past, but not at the moment he probably got out years ago.

If you spend nothing, then you get tents on the street, but even then you still have to pay for the heathcare services they may need, or police services they need to deal with the crime that is caused in these encampments. You have to pay, it’s figuring out the best way to pay.

Even if a larger city like New York has a Republican mayor every once in awhile, it is still a Democratic city culturally. So saying “Democratic ran cities” is a misnomer, because it’s all there really is. People that live in rural locations and suburbs typically vote more right, and people that live in cities typically vote left.

But other than that, this is probably the best city/area in the country to become successful and raise a family. It’ll cost you, but it’s worth it, especially since we’re the only city that’s pretty much recession proof.

    Some of those locations are literally on the edge of the triangle of the Lincoln Memorial, the White House and the Smithsonian! In London, that would sort of be the equivalent of the triangle of the Houses of Parliament, Buckingham Palace and Trafalgar Square. Imagine having some of the foremost national architectural icons so close to such degradation. Truly appaling and embarrassing!

      The cheapest area around DC is nasty B’more or around Fredericksburg, Virginia and points south towards Richmond.
      One can always live near Fredericksburg or B’more county and take the commuter train to DC as Arlington is WAY TOO CLOSE and almost part of DC.
      In fact, Arlington was in fact part of DC until Va. claimed it.

    just picked up our daughter 2 weeks ago from a DC university. we stayed at a very nice hotel on MASS AVE. . a 1/2 block away - there were two tent cities. I can not believe this is the capitol of this country. its just unreal. Mayor bowser -like so many city mayors is just useless.

      Maybe if they removed the abandoned tents and cleaned the trash up they might be able to stay longer in one spot.or use one of the many abandoned towns in the state and give a grant to make some houses liveable ,never know some may open up a shop for their community,am sure there's many tradesmen/ women who are homeless and would jump at the chance of doing up houses in an abandoned town if given a Grant and the garantee of one of the houses.

    The gentleman who had been homeless for 5 years was completely spot on. Considering the amount of traumatic situations homelessness opens people up to (especially those of vulnerable minorities), it is no wonder that long-term planning becomes so incredibly impossible. Especially for those who are born into a system of government with built in pitfalls, and a terminal inability to work for its people rather than against them.

    Ive lived in DC most of my adult life..great of you to try and document such an issue but there has been homeless people in DC for as long as I can remember. I worked for an organization that worked with trying to help the homeless but believe it or not some people are there by choice. No matter what services you provide or resources some people will just not change their dynamic.

      Yes! I live in Silver Spring and have interned w/ different organizations in SS, Baltimore, and DC. Some people do not enjoy the accountability of having/maintaining a stable living situation. For every unhoused person who is seeking housing/stability, there are 5 who are addicted to living on the streets where they don't have to follow any rules.

    I’ve talked to homeless people who used to be homeless in DC or have homeless friends in DC. Some choose to be that way as they don’t want to work but can’t cheat the system. While some aren’t taking the time to use the resources that are provided to them. One person who told me this was a homeless grocery store worker in VA trying to save up to be more stable as not everyone wants to hire folks with mental health issues. Mental health is a big issue as it hinders people from getting work.

Employers made assumptions that didn’t apply to her as some homeless people ruin it for everyone. The person I mentioned took a good amount of time just to get the grocery store job as faced many hardships trying to find any job. I’ve volunteered with the homeless for over 10+ years.

      They're people have to work 60 hours a week to break even for the cost of living. Two and sometime three jobs. Two weeks paycheck or more, just to put a roof over your head. This is not even counting utilities or food. Plus the other expenses as car and insurance. Cost keeps going up and going up. After a month, your lucky to able to show $20 is left and restart the cycle again next month. Paycheck to paycheck living. Can't even save a ounce of funds for emergency cost(surprises). Just one wrong move or a rusty wrench throw in the mix and before you know it, your on the streets homeless.

    It's ridiculous you can't find housing for $15.00 on 80hours a week because you don't meet the requirements to afford a apartment, rent in the DC maryland area is $1,300.00-$2,800.00 they expect you to make 50k a year in that area if you're not living with family and not making at least 43k expect to be on the streets homeless in Maryland or dc

    As a former homeless man who used to stay in low barrier shelters like 801 east men's shelters in DC. DC government wasn't invest in the shelters in 2012 like it is today. From 7 pm until 7am the shelters are open. After 7AM until 7PM the men are waiting outside unless it's too cold or too hot outside for anyone to be outside. Unfortunately it's going to be worse before it will get better for homeless situations to find a permanent solution. Right now there's family shelters in each ward and they're not managed that well at all. I live next to one in Ward 7.

    The lady you met with totally did have an awesome fort, I can’t lie. It’s interesting to see the difference in the tents there versus in Portland, which I live fairly close to. Everything there is so neat and orderly and she looks like she is clean and to be honest that’s a very classy jacket she’s wearing too :p . I really wish them all the best. And appreciate you taking the time to speak with people and to highlight the issues that people claim to want to solve but also don’t want to look too closely at

    At the end of the day, this is a Healthcare problem. Mental illness, drug addiction, higher cost of living, seem to result to homelessness. BTW, 15 and hour can't get you anywhere in D.C. unless you manage to get low income housing and recieve welfare with that, or live at home with the parents, get funding from a wealthy parent, or have a government job, or any other job that pays above 50k a year. The average salary to skid by in the DC, Northern Virginia, and Maryland area is about 50k a year. Joint salaries get by ok and most people have at least 2 jobs, or more, along with side-hustles. Virginia, D.C., and Maryland, we hustlers lol.

    People call people that are homeless mentally ill and drug addicts but they never stop to think that the reasons they do drugs is because of homelessness the reason some develope mental issues later on is because of homelessness I know alot of people before that were completely normal and when they became homeless they lost it not everyone can cope and the person just gives up more and more the time goes by then it becomes a normal routine and that's all you know it's hard to come out of that situation when for some it's a comfort zone it's what they are use to just like of you bought a house and are use to going home everyday for years some of these people just can't let go of the streets and some do want to let go of the streets

      Much of it started when they closed psychiatric hospitals and tried to put folks in community homes and many were just dumped onto the streets.

      technology is making labor obsolete the cabal like that. No money for wages heath care and retirement. UBER is designed to be self driving vehicles the drivers were to be phased out a long time ago but the tech hasn't been ironed out yet. Thats why so many elite bought stock in it.

    We're in Bangor, Maine struggling with homelessness. We have a voucher for housing available, but no hotels or landlords in the area will accept them, keeping people like us trapped living week to week. There's a prejudice against people using the voucher because of a few bad apples abusing the opportunity they used to let us have. You see more and more tents and more homeless everyday. The hotel we live in now is $350 a week and is a complete slum. 2 miles down the road there are huge single family homes built 80 years ago that the common man could afford. Now they're a 750k and the people living in them probably have rooms they haven't entered in years. It's so tough and we have no idea what to do anymore.
    Now that it's the summer ittl be even tougher to find a motel because of vacation season. I don't forsee it getting any better in the near future.

      I'm from Old Orchard Beach. I couldn't imagine sleeping a January night outside there, never mind Bangor. We are certainly rich enough in this country to provide food & shelter for all and later iron out individual problems. We are savages. If you can make it to Mass. it is a "right to shelter" state.

    The military guy confuses me. I was previous military (military spouse) and we knew multiple people who lived 30-40 mins from the base. They also provide BAH which is money for housing. The amount is determined by where you live, so in DC is would be a lot compared to like Alabama. Also, that dude has a beard. That is not allowed in the military unless it is a rare circumstance. Military also will not allow you to be homeless.

    DC is my hometown, I lived there for 27 years. I left because I couldn't stand the people there, a lot of people snub their noses at these homeless who so obviously need help and resources.
    I think it says a lot about a nation where there's a bunch of homeless in front of their leader's homes and those same leaders pay them no attention.

      @@coreyeighnhorn4823 I've worked with several inner city organizations, over 40 years organized probably a hundred fund raising events for dozens of different agencies and shelters what have you done? I speak from real life experience. I've seen some successful results but for the most part the monies go to the administration and little real help to the people who need help. BTW work programs gave the best results! Go teach a class or organize an event..

    My own eighty-year-old mother was put on a long waiting list for help on overpriced utilities. Utilities that do not mind shutting off your water or power even in very cold weather. While you are on a waiting list you notice illegals are getting housing, medical, food a real good handout. There was even talk of giving them free college. While Americans are getting pushed to the very back of the line. News reported baby formula was sent to the border which added to our shortage. Now our babies are being hospitalized because of this shortage. The lady above is not that wrong. It seems our government is enthralled with the new puppies and the old dogs are being left in the backyard. What nation can survive with everyone come on in? We will cater to you and the old Americans go on waiting lists and we will get to you when we get to you.

    Affordable housing it really isn't affordable. And then there's always these wait list that you have to be on forever until they decide to give you a voucher. And a lot of homeless people are working but they can't afford to live in these new gentrified cities. Studio apartments starting at 1600 to 2500 is ridiculous

    High rent is one of the biggest causes of homelessness. People are out here with full time jobs but can not afford the rent. We have a huge problem and no one is dealing with it.

    So I've wanted to camp with my kids and I haven't been able to find an available camp ground for rent when I've looked.
    All booked out....the thought came to my mind, why do we need to go to a camp ground? Everyone seems to pitch a tent wherever they like. So I just want to go down by some water and pitch a tent for a day or two 😂🤣 am I crazy ?
    I still probably won't because its not my personality but the thought did occur 😁🤭

      Ive camped like that many of times with my kids when they were lil. One time, my son, my granddaughter, and I were at a park at the river and when we went to leave they had shut the gate and we were locked in! Thank God my son was there and he just threw a tent up and we spent the night. I was a lil nervous to sleep and my 4 yr granddaughter said "gramma just lay down and close ur eyes" lol So I did and the next thing I knew it was morning!!! In the morning we realized we had camped right by some snakes tho!!!

      National forest and BLM land would be much safer. It's unlikely you will be able to be close to water, but there are many places that are beautiful without. What state are you in of you are comfortable sharing that?

      FR I was living there in 2021 and there was SO much Homelessness near the Eckinton neighborhood! So many tents and drug addicts in the corner stores! asking for change and drugs crazy and yes Winters are Brutal so much SNOW!!

    My father had a friend who reminds me so much of this man. He was a diagnosed schizophrenic. He also stayed in a tent last I saw him. He would tell you that he inhereted a large house (I can't remember for what reason) and that any day someone was going to arrive to give him the deed. After a while he would point to a building across the road (a school house) and say "the people in that building stole my house". It was honestly very sad to see. I hope that both of these men will be alright but for the man I met I am not hopeful.

      This hits hard because my child has a mental illness and I’m her advocate and make sure she gets everything she needs , my worry is when I leave here . I can’t expect family to deal with brake downs and hospitalization and meds with appointments on top of every day life
