It is truck mesh, used to cover up loads on a truck. It is plastic (vinyl?) coated nylon. Bought it years ago at a place that sells and makes awnings. I've gotten similar material, used on lawn chairs, at a fabric store.
Phyfertex fabric is used in patio chairs , boats , and recumbent seats. Available from www.christiesfabrics.com/ easy to sew and has good resistance . Good color selection too.

Now that is an interesting seat idea. As long as weight is not a consideration it should work well.
