We have a supreme commander of all our military’s “the President “ he ordered MacArthur to leave the Philippines.we didn’t want a 4 star general going tru the spectacle of being a prisoner of the Japanese.For a historical reference see the general of the German 6th army ,Paulus.

Fuchida, Genda and Captain Hara of destroyer squadrons did not achieve flag ranks considering these guys rub shoulders with powerful Admirals in IJN..
