In real case you can not put C-spanner below wellhead penetrator in order to prevent penetrator from rotating. Because groove at which C-spanner need to be inserted will be already inside wellhead penetrator. Wrong instruction.

It depends on the wellhead profile, on occasion the C-spanner slot on the body is not accessible, but this is only to aid in preventing rotation of the wellhead penetrator when tightening the lock ring but isn’t entirely necessary. The lock ring can still be tightened but the important point is to keep the orientation of the wellhead penetrator correct for the installation of the surface connector.
