No you dont need sv_cheats for any crosshair or viewmodel commands. You can bind anything you like.
For example:
Bind x viewmodelsettings1
bind y viewmodelsettings2
and so on
And also. Cl_righthand is viewmodel. To get a list of all the commands for viewmodel and crosshair type in console: "find crosshair" or "find viewmodel"
