Uk Law only applies to employed brits that can be traced through the system, thats why theres so many of 'them'.
It actually depends on who put the clamp on. If it was a High Court Enforcement Officer then they were in the wrong. If it was by a private parking firm then the clamp itself is illegal as it has been for a few years, this is to prevent scamming drivers for minor parking infringements.

1:47 I did that all the time at my old place. Small streets so everyone folded their mirrors. After about a year I ended up with one of them in my hand. CRAP. Pulled over and said I am sorry I was just unfolding it for you. He laughs. Yea it was broken and that was the only way it would stay on. He takes it and jams it back into the hole and twists it. Says no harm done and drives off with it folded. This planet is never boring......
