The time for killing Negan properly for what he did is long past. The time for him to die was when Rick beat him under the tree after the last battle of the Savior War. Things just didn't work out that way. They would have had every justifiable reason to let him die in that field, but he was spared because doing so would accomplish a greater good than letting him die, which the rest of the story proves multiple times over to be the right call on Rick's part. (Heck, all of the communities would've been killed by the Whusperers if it wasn't for Negan.) He payed by doing time, he earned his freedom, he learned how he went wrong, and he grew as a person. Good deeds don't erase the bad (and bad deeds don't erase the good either), but what matters is how you respond to your failings. Over the long view of time, Negan has grown in a positive direction, while Maggie has allowed the tragedy she suffered to corrupt her character (not that she too couldn't change for the better). Maggie's own words at the beginning of TWD season 9 condemn her future actions. The man that killed Glenn was effectively already dead. That person died in that cell, and Negan grew to be someone better. Continuing to plot vengeance on a repentant man well after he's gone above and beyond to make good and do right by the people he's wronged in the past is just murder at this point, plain and simple, regardless of how sympathetic her reasons may be.
