The best aluminum cleaner I've found was Star Brite! I've used it to clean my aluminum running boards, which were bronze looking from rusty well water. Spray it on, let it sit for a bit and rinse it off. 👍👍

Steel wool and wd40 will get the rust off your center cap. Probably will gouge the aluminum though, not sure what to use to get the corrosion off them easily.
