A quick tip when dealing with maxed out storage iCloud and hard drive: sign into iCloud to confirm everything you need to save is there…then sign out of iCloud on your computer 🖥️ to quickly gain the storage back. Also move your iCloud Photo Library to an external hard drive so all your photos aren’t taking up hard drive space. Downloading files from iCloud is laborious at best so if you can transfer any files to an external drive first that’s the best first step but I know when you’re maxed out - the only move is signing out.
