Does the fee have to be paid from the same account of applicant or sponsor? My brother in Germany is going to trasnfer funds for my nephew uni from his account. While I will be transferring 7000 euro to his personal account. We both have valid bank history with jobs etc. Please reply.
No it is not mandatory, you can pay from any account!

They can but remember you need to prove the source of income for both the sponsors then and it can make the case complex. My suggestion is to have one sponsor. But if you think you can provide all the documents from both the sponsors then you can go with it as well
