I'm bored and needed to know: This is part of a longer video originally from 2016. The clips from the outdoor event are from Shirakawa, Fukushima in May 2016 (ご当地キャラこども夢フェスタinしらかわ2016). Nyango Star wasn't at that, and was pretty much unknown until a video of him on Twitter went viral in October 2016 - he took a lot longer to become known in the West.

You do, it's called Disneyland ( Being a mascot for Disney is the second most prestigious rank in the cast and being one is VERY demanding and in turn screening and training is rigorous. Ask any retired cast member and they will tell you to even be eligible for one they have to act out what the recruiters want as near to their vision as possible and the final test act out as Goofy)
