Three tiers of PANCHAYATI raj system.
Structure & Composition of Panchayati Raj System
District Level - Zila Parishad
• Zila Parishad is the district-level Panchayati Raj body.
• Members of the Zila Parishad (Zila Parishads) are directly elected.
• The chairman, called Zila Parishad Adhyaksh, is indirectly elected from among the members (similar to the Speaker of the Lok Sabha).
• Myth: There is only one Zila Parishad in the whole district, but there are many Zila Parishads depending on the number of blocks in a district.
Intermediate Level - Block Samiti
• States with a population below 20 lakhs may not have this level; for instance, Sikkim has only two levels of PRIs.
• Members known as 'Panchayat Samiti Sadasya' are directly elected by the people of Gram Panchayats and represent them at the block level.
• The chairman, known as Pramukh in most states, is indirectly elected from among the members.
Village Level - Gram Panchayat
• Gram Panchayat is a collection of one or more villages.
• Each village is represented by ward members at the Gram Panchayat level.
• The chairman, known as Mukhiya or Pradhan, may be directly elected by the people or indirectly elected from among the ward members, depending on the state legislature.
• Note: Some states still have the post of Sarpanch.

Sir no. Of zila parshads depends upon the population of blocks ? If the population of 2 blocks is less ,then it may hv 1 zila parshad right . But if there is block which is having enormous population , then it wl hv only one zila parshad or it cn be more than one m right??
U have understood the concept , actually whatever u said is absolutely right, however if there is enormous population of a block then govt would prefer to bifurcate them into two ....I generally discussed that 1 zila parshad is usually upon more than 1 block..

i live in varanasi ,i have done Bca, but my keen interest is to do MA in political science,suggest me college...is their any boundation to pursue MA ...

There is no restrain in pursuing MA in Political Science after completing BCA.but as u said u will not get addmission in good colleges.
As a friend I will suggest you that keep some points in mind before pursuing MA(POLITICAL SCIENCE)
1.IT is a good career option no doubt
U can become any of the following:-
Budget Analyst
- Political Scientist
- Budget Examiner
- Legislative Analyst
- Public Opinion Analyst
- Legislative Coordinator
- Campaign Organizer
2.People generally think that political science means the 'INDIAN POLITY' I.e the constitution of India....reading laxmikant , subash kashyap etc. But equating political science with these is not true.
It also includes
Political theory
International Relations
Comparative politics
Public Administration
Indian political thought and many more specific paper and understanding these papers directly form MA is not easy .
And as u will not get good college so there is less probability to get the above mentioned job.
There is only one option left
CRACK NET and become a lecturer in a college and one benefit will be when u will prepare for civil services exam and take political science as optional subject there u will understand this subject better then few people.
But u can directly take the pol science and IR as optional in uppsc or upsc if u r interested and want to read these subjects.
So I will suggest that go with MCA in one of the good college and in course of preparation u can take pol science opt. In upsc or uppsc if u r keen to study these subjects as this is a good scoring opt.
At last listen to ur inner voice and take ur own decision ,because human beings are rational creatures as said by liberalist (theory of political science)😊
