On the cheap end, you can get a free emulator and use your existing setup. On the high end you need a CRT, a console, a controller, a capture card and a decent webcam. Prices are region dependent. Sometimes you can pick up CRTs for free, other times you'll need to hunt for them. All in all, you can be done for less than $500
