The chat rooms still exist and there are often paedos and trolls, so it probably is why most people (who are older) realize that, but for younger kids who are first exploring the internet and "talking online," they probably don't know much better. Working with computers all day is really taxing on the eyes due to blue-light, so dimmed lights help to both ease the strain on eyes and increase focus and ability to see theur computers. A lot of IT offices are dimmly lit also
