I had the same issue had numerous mechanics looked at it and I ended up checking out the timing belt, it was off a few teeth, corrected it and it runs awesome now, too bad I spend $1000 in throwing parts at it with 3 different shops for it to be a simple fix buying a clutch removal tool that I did myself good luck
You need a valve adjustment. Adjust to 4,000. That the bad starting part. Blowby must be bad valve seating. Adjustment will help there also. As for no power. Check your governor springs.

I have a older four stroke robin 295 1997 yr it runs great untill you slow down and it always back fires no trouble starting

Fixed mine after 24 hrs of work turns out to be the plate we’re ur air filter sits on take off 4 nuts off and remove that plate pulls up any hill
