This will only make those "safe parking spaces" unsafe. Homeless shelters are meant to be "safe places" for the homeless yet are far more dangerous because of the theft and drug use. This is why homeless people will tell you the same.. The moment multiple people start showing up to the spaces they become unsafe this will not treat the problem it will only put a Band-Aid on it. Many of the people that you're seeing on this KPBS news clip can very clearly be seen to be exhibiting symptoms of drug use which happens to be the case with many of the homeless population. You give them an area where they can all congregate and you will have even worse problems
