This is a tough one considering how slow and short range it is. It's most often not used by players. People usually use a WS2 since that also counter hit launches. It's not +3 or +4, but seems safer to whiff (and punish your opponent), adjustable startup, longer version launches without counterhit, seems to have better range (WS3 has ridiculously small range comparatively). If I'm pressuring for plus frames, I personally default to u/f 1+2 and try to bait them with a Neutral 4. I'm always trying to learn more, so if anybody has other insight of alternative thinking, please let me know!
