The Ghost Rider moment is hilarious because the writers are just going off the rails
The penance stare has worked on beings without any morals at all. It is supposed to work on anything with a soul that has sinned. It doesn't matter if you feel guilt, but the Punisher writers came prepared with plot armor lol
You skipped out on the context of the polar bear moment. He was on his way to kill someone else, but he had no time to deal with two scrubs. So he tried to get them killed by the bear, unfortunately he was chill. So he had to g check his ass really quick and set him straight on his way to rip those chumps apart.

Garth Ennis pretty much hates every hero but Punisher.
The moment at 12 minutes in where you're talking about the woman getting shot. That moment there is no woman it's actually 10 times worse because it's a 100-year-old man's birthday. Every person from every other Mafia comes to say their respects to the hundred year old Mafia and punisher just walks in and pop some point blankets music walks in the door and then walks out. But yeah it's not a woman.

I remember Punisher once shot off Spider-Man's web-shooters while Peter was doing backflips. That's when I knew he was built different.
If Peter hit Frank at half strength even once, Frank's head would be gone. It's like taking a 70mph cannonball to the dome. Certain writers really like to stretch what Frank's "Peak Human" body and willpower are capable of.
