      "Will cooperate" implies a more definite or planned future action, while "would cooperate" suggests a more hypothetical or conditional future action.
      Your original instinct to suggest "would" was correct, as it implies a future action that is conditional on certain circumstances (in this case, overcoming U.S.-led sanctions).
      So, both are correct, and it's a great example of how English grammar can be nuanced and context-dependent!

    Hai good morning sir,i have a doubt after be verbsand linking verbs shall we use adjective or adverb or both He is Friendly,he is in a friendly manner both are correct or not please clarify to me and give some other examples

      "He is in a friendly manner": Attempts to use "friendly manner" to describe behavior but needs a verb like "behaves" to be correct.
      In brief,
      "He is friendly" is concise and correct, describing a personality trait, while "He behaves in a friendly manner" correctly describes behavior in a specific situation.
