To explain why CC isnt hitting the way it used to, a while ago they added class passives and reworked diminishing returns, now all guardians have natural CCR, all mages have natural power, assassins have natural flat pen, warriors have natural CDR and hunters get natural auto scaling. the amount of each stat gained scales with level
To expand on this, Channeled CC abilites, such as cabrakan 3, nox root, or tyr red fearless, and ganesha silence cc for the duration of the channel, are unneffected by CCR and diminishing returns
