Both are Stronger but I think Lugia wins because it has Water move and his a Psychic type when I was a kid I always thought Lugia was Water Flying 😅

Interesting how Ho-oh and Lugia are the only legendary u can catch in both their games (not counting middle versions like platinum)
Il like to think that this is maybe telling us that game freak basically planned to let us catch both legendary when they started planning on the 3rd gen or also maybe just because gold/silver were planned as the last pokemon games.

Is interesting that Ho-Oh on Silver and Crystal doesn't learns his Signature move because his Higher level 70 on Gold Ho-Oh is 40 and it has Sacred Fire
