IPS is all india service cm can not do this type act in reality . Authority of IPS is under the central government even now DGP can not be chosen by state govt , even now under the new provision all IPS from sp level will have to serve central department otherwise they can't serve central deputation in future
IPS is all India Service but IPS Officer works for State and a CM can easily suspend him, transfer him or send him in shunt... even a CM can make the life of IPS a hell.. DGP is appointed by the State Government only and there is no role of central government in appointment of DGP in any state..
