Let's say you are building a 2BHK house. The government enforces you to leave 6 meters space around the building, install automatic fire protection systems and what not. If we assume the current market rental is 8,000 before the enforcement, Will you lend it for the same cost after you've fulfilled the requirements? Everything costs money my friend. And not all hospitals are rich. Many run with huge loans behind them. The doctors who own them spend nearly their entire career repaying the loans, and raising their lifestyles with what remains. I'm not a doctor, but I have seen many of them. Many of them start settling at 40+ years, while the average IT employee has bought his own house a decade before that. It's impossible to do free service while meeting all government requirements.
