My great grandmother had a clock just like that in the front foyer at the bottom of the stairs. Used to creep me out as a kid as it echoed all night. But I would give anything to have it in my house today.

Yep ; ) clocks like this chimed like that. They were made in Germany at the very beginning of the 20th century and were known as Standuhr. Their "double" chimes sounded just like a doorbell or "bim bam" strike as known today. ; )
