Telecoms cables are usually distributed underground and wifi/microwave systems are on the roof, nothing unusual about cables running from basements to roof mounted equipment. The tunnels weren't in rock, most Gaza tunnels I've seen are in loose material and the "shell" type of reinforcement would be placed by hand so not a noisy construction method, probably why they chose it.
