The worst methods of teaching foreign languages were in Soviet Union. It has been made purposefully and intentionally to citizens of Soviet Union couldn't speak with foreign citizens and not say "terrible war secret". Nowadays in Russian federation situation isn't better as it was decades ago. Russia "inherited" it from Soviet Union. Since then practically nothing has been changed at schools and universities. Only way to learn foreign language is enrolling in the special courses or services of tutors.
