The lyrics are actually much deeper, he first lament about the fact that a black person is born with nothing and about how unfair that is! But folks like marikana realise that there's not much they can do to change the situation so they, enjoy what's left of their lives (by smoking 🚬) instead of wasting their energy trying to fight poverty, something soweto wishes he too had that luxury, but he is compelled (I assume by family obligations) so he cannot give up regardless of the struggle and regardless of the fact that he knows that there's not much hope for the black youth. So he doesn't blame them, he kinda encourages them because there's not much they can do.
