I think he means the car term - meaning it has a problematic manufacturing defect which makes it dangerous (i.e. the reticle swung around like a car with a steering problem). It seems he's using slang (and not just tossing words out) because he says the same thing twice, at 5:46 and 6:53.
Ray wasn't satisfied with winning both games last episode. He had to come back and make the best come-back ever

I like how they mess with Gavin for making up words and worm names, yet almost every made-up word or worm name he's used is an actual word or slang term.
To those who don't know...
Gavin's team, involving "Biff", "Chip" and "Kipper" are actually references to a children's series called *The Magic Key*. Go ahead, Google it right now, you'll see for yourself. I know it's an old series, I used to read the series about 15 years ago.
