There's something about late 18th-Century architectures and building size that gives you a sense of scale that's just can't be felt in today's majority of buildings. The AC Syndicate version looks like traditional textures applied on top of the model. Those textures most likely break apart the closer you get to the asset.
That being said, AC:S certainly has more of a stylized vibe to it which I really like, whereas Legion has more of a photo-realistic sort of approach - especially with RT and other lighting/shadow tricks.

I was certainly expecting that the city layout, many of the historical buildings and a certain ammount of assets would travel from Assassin's Creed Syndicate to Watch Dogs Legion; Some buildings and landmarks looks like they used the same 3D model, but in many many more it's not the case. I mean, Ubisoft spend a lot of time building the first game and their assets, to not use many of those in other game, located in the same city, but many years in the future. I know, 5 years is a lot of time between one game and the other and tech evolves, but many of the assets used in Syndicate still looks really good to this day. Also, I know both franchises doesn't share the same universe (just your regular cameos, because they can do it), but still tho, it could had been really really cool for them to actually do that.

Because buildings were still new during 19th century, Syndicate looks clean and beautiful. While WD Legion has really brought out the Current day London and it looks very realistic.

Well the Developers have gone out of their way to make it like that... They think it's inclusive and not Racist.... Unless your White... Then it's pretty racist.... It's a conscious thing... I noticed this myself because you expect the race bullshit to be pushed these days... Do you think black people and minorities love this??? Wrong... It's condescending actually. Race shouldn't be an issue! We were taught not to see colour! It's all a far lefty sees... The true racists in my opinion

And the few that are next gen are being made on the previous generation engine still, which aren't properly optimized and limits the games as well.
