That clip design was probably dictated by the need the airbag to be able to pop up the panel when inflating, but not to detach the panel completely (which could injure the driver or passenger). Only the clip which is near the airbag has that design, as you noticed; other two clips holding the panel tightly.
Thanks for the help. I had a knock on the right side near the glass, I thought it was somewhere under this part. It turned out that it was under the hood where there is a plastic "grill", when I removed it, I saw that the wires were held there by double-sided tape, which had already come off and the sound was being transmitted to the cabin. Very easy, it just pushes back on. It has a metal u shaped center piece that runs the length of the rubber seal. If the seal doesn’t stay in place on the body, you can sometimes squeeze it with a pliers to grip a little tighter

Great video it helped me a lot. That strange clip is there to prevent the time from hitting you in the face if the airbag explodes.
