    You can choose to do base projects over being deployed or humanitarian work?

      You can ask, but the choice is the Navy's. You can request to be on certain projects prior to deployment. Some deployments have a mix of Stateside base projects, or, projects on Navy bases overseas. Of course, you also can be moved off a project and reassigned on a moments' notice, subject to the needs of your officers / senior enlisted. Navy's needs always come first. Humanitarian-focused work, for example drilling wells for a local community (off base), is hard to get on as a junior-enlisted (in my experience) as it requires only a few people. But, doesn't hurt to ask early.
