      Not in Canada, the law doesn't require us to call 911 if we have taken reasonable steps to rectify the situation. The FD doesn't have elevator keys, so other than forcing the doors, they have no access. And just because the indicator says 4th floor doesn't mean it's there. Yes calling 911 is a reasonable callout, but it's not something you can be held liable for if you don't.

      Period.
      They give them to the Fire Department when they get on scene, so as to NOT have them damage the elevator, elevator doors, etc.

      It's arguably not imprisonment.
      A company is allowed to have a SOP in place for this.
      They were stuck, not in danger (here comes the comments telling me in wrong).
      Yes, the fire department could get them out faster, but again, not in danger.
      The lights and fan are running. It just comes down to the claustrophobic feeling, and lack of control in this situation.
      Not being said personally, I would have called the fire department and still would have bitched at them to call the fire department. That's just because I'm impatient.
      There's no real danger at all being stuck in an elevator from someone that's been stuck in an elevator for 6 hours plus

    What a shame. I worked as a security guard while I attended university. We always called the fire department for elevator entrapments and the fire department never charged us in United States

      The cost isn't very high in Canada unless they've had to make repeated trips for the exact same thing. Then they charge $2000 or more to teach you a lesson for not fixing the problem.

      I gather from this they only charge them if it’s repeated call outs over a period of time, it’s to try and force them to fix it and maintain it properly

      Sounds to me to be a good example of how to handle things. The guy talking should have said a medical issue is NOW occurring and then she would have been obligated to call 911. But saying please and I want out is not an emergency. It sucks, life has challenges I get it.
      Have you ever had a flat tire while traveling? Canceled flight? No cell or internet service? Doctor changed your appointment? All could be a life altering or cause emotional trauma. And . . . Did you sue?

    I hope they all sued the company responsible. I’m not litigious at all but they failed in there Duty of Care so grossly it can’t be ignored. If that lady had gone into cardiac arrest? Anything could have happened. Unacceptable.
    The young woman on the phone, I hope she didn’t get any discipline or negative feedback. She was in an impossible situation.
    Even training needs to be addressed by the company for ‘worse case scenarios’
    Sue the pants of them!

    I'm a Maintenance Engineer, and the sites I maintain, I also do lift rescue, so if someone is stuck in a lift, the intercom goes direct to security and then security call me, and I go directly to the lift and let them out. If a trained person is not available they call our lift company, if anyone inside the lift is in any danger security will call 999 without hesitation. The UK is of course different, but this is crazy that they refused to call 911

      @@RoseQuartz692 The differences are that in this video it took ages to be released and they had to call 911. In the UK this is far less likley to happen from my experience, it is very rare for the emergency services tobe needed for a lift rescue, there are several other avenues prior to calling the emergency services and if they are needed they are called immediately because the caller doesn't have to foot the bill unlike other countries where they have to pay for emergency services to attend (after the fact)

      ImAjimcornetteguy - some people really need their job I'm not excusing it, but I believe the higher-ups such as management should be fired and charged if they are giving direct orders to the staff to not call 911 and it's up to the lady on the phone to also make that call whether she has to disobey a direct command from her management and risk being fired or to call 911 Canada has similar work laws like the us so I would assume that if she was fired she could sue the company for wrongful termination

      Unfortunately, in most cases, an employee is not allowed to override direct orders of upper management without potential termination repercussions.
      The upper management & owners responsible for making these rules are the ones that need to be held liable & sued!!
      The employees are only doing what they are told. We all know that if an employee goes against these orders what will happen to them. This poor girl wanted to help these people, but probably needed the job as well.

    This scares the hell out of me! I have PTSD and after 5 mins my anxiety would be crazy! I would be screaming at the voice to get me out and then I’d probably freak out before passing out! This is totally unacceptable! Canada has laws to render aid to people! I hope they all sue the company!

      she did not actually pass out because she would have had bad brain trauma if she was passed out from heat exhaustion for more then 15 seconds. she is just resting.

      The Canadian law actually states "...if you so choose..." to get involved, then these are your obligations. Supreme Court in a constitutional challenge ruled that no one is obligated to get involved in an emergency situation. Thus the reason that The Good Samaritan Act came into Canadian Law in 2017.

    Absolutely ridiculous! I've got stuck in a elevator once. It seems like a lifetime with no cell service and no one too get ahold of. Not only that the emergency phone didn't work.

    I just thought about this, when you press the button in the elevator it doesnt call the front desk, it calls the security/elevator/or emergency services. For this company to have changed what line to call could be some serious charges.

    Those buildings are notorious for being slums! The landlord rents out almost all the units as Airbnb and the residents that are left are pissed! There's a major housing crisis in Canada especially Toronto where people are paying over $1000 to rent a mattress in someone's living room or dining rooms! The landlord is a true slumlord doing no repairs on it either!

    From what I’ve learned (and after looking more into it too), even if you have zero service, 911, (or whatever it is for you depending on your country/location) should still work. Even says that phones w/o a plan or even SIM card for that matter are REQUIRED to be able to dial 911. A lot of people don’t realize that safety feature is there and it could’ve most definitely been helpful in this situation.
    Glad to hear everyone was ok afterwards.

      Nah you worng the zero service 911 only work if you has a phone that is not in a service perverter and in a area that has service, but if you has no service like in to middle of wild/ocean the 911 well not work or a area that has all service blocking then 911 well not work.

    You need an elevator mechanic out there to get then out really. It's not so simple. Still the handling of that was horrible but i don't know how much help the fire department would be in this situation.
    Edit to be clear: i work in dairy and our response times are generally quite a bit faster than this but to be the elevator service company should have emergency technicians available on call 24/7 and a very fast response time for cases like this

      The technicians are on call 24-7, but they don't drive emergency vehicles so a 45 minute ETA is reasonable. They could be on another call or the ETA in distance. I know several techs from several companies and they all will make it an emergency for an entrapment.

    They’re stuck. Technicians aren’t available and there’s a woman about to pass out. WTF? Not an emergency? I hope whoever was on the phone with them gets fired and charged HEAVILY. She risked multiple lives and should be criminally charged. Even though it was her “job”, she should’ve done something regardless.

    Canadian here who managed a high rise. Understand the frustration of the people stuck in the elevator. When an elevator got stuck I called the technician to fix it. The police AND fire department would tell the person calling to call a TECHNICIAN! The elevator on occasion would get stuck with people in it for as long as an hour to an hour and a half. I felt bad but only can wait until the technician arrived.

      Thanks for clarifying. This must be a Canadian thing. In the states there is a fire department button on the elevator that calls them directly to show up. And sometimes an additional call button for the building attendant.

      @@FullOfMalarky nope the only access to many elevators now a days only have the one door. FD does have a key to open the outer door but that only helps if you are stuck on a floor. 99 percent of the time the elevators are stuck between floors, at which point only a technician can get them out.

    I worked for a place like that. I told all my co-workers call for me because my husband is military and they will pay. Plus the fact I had serious health issues. Someday somebody is going to die due to this nonsense.

    I would definitely be looking to file charges when they refused to call the police and the fire dept that's kidnapping they are being held against there will and staff refused to call medical or the fire dept

      How is it kidnapping? Their stuck in an elevator, the technicians have been called, all the FD is going to do as stand in the lobby waiting for the technicians anyways. As a building engineer I witnessed this many times.

      @@jhbjmay22 not in Canada it is not, there is a law to protect those that don't want to call emergency services and a frozen elevator is a big stretch on kidnapping. I agree calling 911 is the descent thing to do, but refusing or just not doing so is protected by the constitution. Thus there was no crime, just an equipment failure. Yah, it's a crappy law, common Sense says you should call 911, but who knows why some dumb politicians created this law. Probably to keep us protected from people who want to charge you with everything because they think their rights were violated.

    So in the United States, or at least in most states, there are elevator laws the companies have to follow.
    The on site security and the elevator company dispatchers need to be asking 3 questions to the victims of an elevator entrapment before acting on anything. To avoid any kind of lawsuits or medical emergencies.
    1. Is everyone okay?
    2. Are you fine with the elevator company coming on site to get the door open, or is there a medical emergency that requires the fire department to come out now to get the door open?
    3. Is everyone okay?
    Context on each question.
    1. If someone says that they are not okay, even if it seems like they are okay from your end, call 911. Liability and safety of the victims should always be your priority in situations like this. Don't force your way into the elevator unless you're a elevator technician or a fire fighter.
    2. If the victim(s) is fine with waiting for the elevator company to arrive to open the doors, then you don't have to 911. The very moment they say get to the fire department there, you call 911, even if they are fine. Again, the liability and safety of the victims is the only thing that should matter.
    3. Is everyone okay?...yes it's on there twice. It's important to ask the victims occasionally. Not every 5-10 minutes but about every 20-30 minutes. They stop answering, you call 911 immediately.
    In Security it's never a "If it will happen", but a "When it does happen"

    In that situation you shouldn't have to resort to begging for the staff from the building to call 911!!

    I was in firefighting for over 30 years. Never once was anyone charged for our service. But you did say this was Canada, right? I guess that explains it.

      It's not getting charged for your service. They get charged fines for poor maintenance since this isn't the first time they had this happen.
      I'm in the US, I get a ticket from the police every time my burglar alarm goes off and the police show up.

    Actually, an hour and a 1/2 isn't that bad! I highly doubt the fire department or anybody would get them out in less time! I have heard of people being trapped for hours and hours, so 1.5 hours isn't that big a deal.

      I was stuck in one for 12 hrs once, it was between floors. They had to send a technician to the bottom of the state for a repair part.

    If I hear someone is going to pass out if I was manning the front desk I would be calling 911 regardless if it would lead me to being fired or not cause I would want the person who passed out be checked on right away vs the 90 mins it took for the tech to arrive. By that time the tech arrive the lady could of easily died. luckily everyone made it out alive. I would love to see the future update the people do take them to court or not.

    I used to work building maintenance in Dallas. We had elevator keys to most every elevator on campus. The ones we didn't have a key to, we called fire rescue

    In our hotel if an elevator gets stuck we have to call the fire department maintenance and security are not allowed to mess with the elevator if it gets stuck with people in it doing so is a federal crime but that's here in the US in our state
