If you want to get the black plane, you must first collect all 23 previous cards before being able to collect the 24th card. (There will be some cards that have duplicates of three.) After you collect the 23 previous cards, the 24th card will show up on a random stage and allow you to get it.

Not a hack...card 24: night camouflage. I have this card and I got it on stage 7, hard mode.
