CBI will enter only if state govt transfers the case to CBI. ED will investigate if it feels there is money laundering. For any rape, murder, theft cases are not started by CBI, ED, NIA.
in Delhi (since it is union Teriroty not a state) the police is with HM of country. Kejriwal is arrested in money laundering case where ED enters directly. Tihar jail where Kejriwal is kept, that Jail authorities report to state govt that is AAP govt. the jail is not under HM.
