Sign matters less than house for outer planet, or at least it's more generational than personal, as they move slowly, everyone on Earth has the same outer planet-sign combination for years... I have Neptune 11th house in Scorpio, too.
Reading the classical interpretation it's not very positive: "danger of being too critical, skeptical and sarcastic. It is a distinctly malefic, reactive and materialistic position for this planet. It tends to exert a destructive influence in the lives of those having it so placed. A power so spiritual as Neptune finds scant opportunity for expression in so militant, physical and harsh a sign as Scorpio." etc.
Depends also how Neptune is aspected with other planets in your charts.

@@SydneyAstrologySchool Yes I listened to this analyse and found it very profound because I really am overwhelmed all the time specially since the last tree years with all the lyes comming out and where we are heading, but even befor I just have a overwhelming life with brutal deaths of family and accidents etc. Just to say I guess I also have the strengh to navigate and get to a still point and not drown myself, thank you
