I have been in a similar situation in Australia. It's very circumstantial how people react. I was in Brisbane city and saw this guy who was just angry and wanted food. They don't care about the police, police will release them later or the next day. I was told everything in the store is insured so if something like this happens just do as they say and let it be, don't be a hero, it's not a movie and I agree he can have a weapon concealed. Because they think that's how they get it. Drugs have nothing to with it. It's poverty and they think that behavior will be fine and they can get away. Saying that I am sorry you had to face that. My suggestion is to be safe and always keep calm in these situations.
I would say welcome to 1st world problems. STAY SAFE.
