The prototype GNR Atlantic was named after its maker Henry Ivatt I think
The original Atlantic, one of the smaller ones (C2s) was named Henry Oakley after the GNR's manager.

You're right, it was Henry Oakley that ran on the KWVR. 251 last ran in the 50's when it was out doing railtours with 990.
