It can be many thing since this is in MD, but a simple one is that some bosses I fought so far have some resistance to envy which is the nuking affinity for both Don and Ryoshu, while Outis S3 is Gloom which either the bosses has no resistance or weak against it.
She's just was in 1st slot dude. It's mean that every human fight (which are the most common ones in md) she had x2 attacks starting turn 2. Don't let this video fool you, she's still shit at a level of 00 id (hello t-corp rodya).
Likely 1st slot advantage. Especially for the non-focused encounters. If W Outis is in the 1st slot, she would be the first to get a skill slot on turn 2.
WOutis seems a lot more focused on support than other WCorp damage dealers so yeah, the only way for her to be above Don or Ryoshu is good sin affinities

That also happened when I tested her the first time, Ryoshu would be first if wasn't for like 300 DMG more
