You need to use the radio to unlock the other ones

@@user-cx3sb6le4yyou can get in neighbhorhood in one of the houses or just get it while scavenging lol
@@user-cx3sb6le4yYou get it at the start(during the 60 seconds) or you can find it during expeditions(but I think only some of the locations will have a radio randomly spawn).
