In case you're wondering about the fixtures, they are EPCO OIP (Oval Inch-Line Plus) surface mount fixtures. Therefore, since you were amazed over these fixtures, I guess normally EPCO is shunned (except for their older fixtures), but these fixtures are really unique. Not only that, the lanterns sound amazingly like the older version of the HT bells (from the early 2000's).
nice effect on those lanterns. that's what I love about LED technology:) Hopefully they will make a nice similar effect on the floor indicator someday:)
I would like to point out that I also saw this lantern fixture in another video. It had the same effects. Also, there is some sort of ambiguity between the two (up is down to up effect, etc.)

***** Those aren't actually HT bells, those are th bells you hear on a Schindler 500A elevator.

I've seen this effect on a few Otis elevators as well.

T3224 Elevators They arn’t called the Series 3 lanterns they are EPCO lanterns which are only used on the Luxury Otis Series 3s

These elevators are now modded with Schindler 6400NA with MAD BS like a ThyssenKrupp.
The Clinton Library downtown has these fixtures on their main elevators.

That might just be a fluke. The refresh rate of the camera and the LEDs clash with each other so it looks like the lights are moving.
