I'm one of those people who thought I didn't like hops because of the bitterness. Now I understand why I like some IPA. Maybe someone should make a scale that is similar to the Scoville heat scale, which is based on perception. Get a panel of beer tasters and see how much the beer needs to be diluted before the bitterness is not detected.
