The real reason why jingliu is that high because she has similar damage output to IL but extremely versatile at the same time due to she is SP neutral. Making her can blend well in many teams, hypercarry, dual dps or mono ice. You can still use her with fu xuan. Although she is ice but she has enough damage to brute force like IL but a lot better due that you don't have to worry the units you should use with her
She literally is skill point positive,does a little bit more dmg than Dan Heng IL.Only downside is that she drains your team hp and u need to be in her Bankai state to do that top tier dmg which is circumvented by Fu xuan who makes your team unkillable and she gives 12 percent cr for free and bronya makes you get bankai form easier and buffs CD even more which is what you build on her

I totally agree. She's the only unit I knew / have that can brute force her damage without ice weakness. Also the two/three times atk with skill points positive is great.
People out here throwing statements about skill point positive/neutral/negative not even knowing what it means... She is SP negative. She uses 2 SP to enter her buffed state and then uses 0 SP for about 2-3 turns, so overall 0.5 SP negative per 4(5-1, because she gets a turn) turn rotation. Blade is also SP negative, but a bit less. He is 0.25 SP negative, since he uses his skill once every 4 turns and doesn't generate any in return.

In Dr ratio's lightcone the fact that separates his signature with herta store light cone is that it gives a 24% defense ignore which is VERY strong especially if paired with Silverwolf and pela which most likely people are doing.

mine is e0s1 and is better than my jingliu, despite having nicely built jingliu. she doesnt have her signature, i use herta store one, but the damage difference is huge enough that i assume she'd hit the same numbers as him with her lc. she's more expensive too, regarding her best teams

I disagree with this because Ive been coming across many opponents that do not have an ice weakness.. so it isn't helpful that she isn't as flexible without Silver Wolf to apply the Ice Weakness onto opponents.. Meanwhile ive notice more and more enemies have wind/phys/img much more often.. (i also dont have these built expt 2 Wind characters) I also refuse to believe SW isnt S+.. You just said that "you either 0 cycle or 10 cycle" If we accept that premise is true, having Fu Xuan or Huohuo is a HUGE upgrade from Natasha, as a new player who doesn't have good relic investment, I doubt you can even 10 cycle if your sustain in your account is Lynx and Natasha, If you run double sustain, I doubt you will even 10 cycle at that point. Of course assume people don't have perfect relic etc etc
You can easily solo sustain with natasha and bailu and lynx Tho for lynx You have to use her ultimate wisely only Natasha offer huge heal but lower cleanse and not worth investment But lynx is the best sustain for f2p rn lmao
I try to listen to your points but I struggle to understand where you come from. You say CV is overvalued, To some degree I would agree if you go 0 ATK%, 0 DMG% just CV your character will feel weak. However I don't understand how getting a 50% CR is bad. It takes the preasure of getting those stats from relics. You can invest in speed or other and not worry. You can just go Full Crit Damage on any character like you said. But Normal Character can get like 20-30% on natural Crit Rate. And she get 50% from kit. So Other characters you play a roulette everytime you attack to hit 20% roll. With Her you have 70%.. Much more consistent. Its huge because you can viably go just Crit DMG, Speed, ATK in your relics and have a great damage. She is S+ becasue she have good damage, 3 Target attack and she is increadibly easy to build and nothing changed with Ruin Me.. She still does the job.
