This Cadillac is equipped with the auto dimming Guide-Matic feature (formerly the Autronic Eye). For 1964, the old phototube encased in a dash-mounted ray gun-like housing was replaced with a hidden “eye.”
You can see the Guide-Matic “eye”hidden above the headlights in the chrome molding above the left headlamps on this 1964 Cadillac.

If you mean the controls at the top left of the dash above the left side air vent, I do believe that is for cruise control. It's a very different setup compared to what we're used to, you would dial in the speed on the control as opposed to having it lock into the current speed the car's moving at. Wonder if it works, I can't tell from the video if the components are still there for it. My grandparents had a '66 Sedan De Ville hardtop and it's a bit different from this car inside and out, but there are some similarities. I didn't much like the car back in the mid-late 70's when they first got it but I really miss it now! This car's in overall very nice shape but if I had it my OCD wouldn't allow me to get by without putting a few things back the way they should be, including finding a correct factory AM radio for it -- the original pushbutton AM radio would have what they called the "wonderbar" which would find the next station when you pressed it, neat to see one working as it moved the pointer across the dial and stopped at the next station, high technology for the time! I'd also have to fix the (admittedly extremely badly designed and confusing to use) AC controls so as to not have to have that underdash switch controlling the fan and compressor!
