My wife and I have been visiting family and friends in Davao regularly since 1996, probably about 20 times. Our most recent trips were in August 2018, with martial law still in place, and March 2017, before martial law. Comparing the two visits I can't remember any differences. In fact on our most recent trip I'd forgotten Mindanao was still under martial law. Davao City has always been safe to visit for "putî" and still is. Actually it's more than safe; it's welcoming. I've always felt comfortable shopping by myself, or riding a bicycle around the back streets of Matina. I guess while the war in Marawi was ongoing there would have been many checkpoints, but no more. We were even able to visit Rudy Duterte's home and take selfies with the cardboard figure. He was in Manila at the time. I believe security is much tighter when he's visiting home.
By the way, one of my favourite places is Paradise Island on Samal Island. We always visit and several times we've stayed in the lovely cabins there for two or three nights.
Videos of our latest visit are on my CZcams channel in the "Davao 2018" playlist, including one of a bird strike as we were departing Davao International airport.

Davao city is one of the cleanest and safest cities ive been to. Taxi drivers are honest. People are very disciplined. The police are very kind and helpful. Its like you are not in the philippines. When i was there, i have never seen even a single pile of garbage dumped along the road. I can probably say that its like a rural version of singapore

we respect the law here. Militaries are there for everyone safety, no need to be alarmed at all. Makita mo naman kahit sino tinanong parang wala naman martial law. Kasi ordinances and laws are already there. kahit di pa diniclare ang martial law. Mayor Duterte wants us to be disciplined. There is no holiday for terrorism. Like example yung Fire Cracker Law. Davao Lang ang may ganyan dati. So kung walang emergency sa mga hospitals, walang naputukan then our nurses and doctors can spend christmas with their families. ganun lang ka simple.
