In the Modi-Shah era, the BJP’s rise to power has been marked by deeply disturbing practices - from the selective use of enforcement agencies, to intimidating the media. But the party’s political dominance also derives from its grassroots machinery - a vast cadre base and booth level organisation that is far ahead of its nearest rival, the Congress.
Some of the BJP’s election machine is fuelled by its deep pockets. And some with a relentless, 24x7 work culture.
In this episode of Mandate 2024: Claim vs Reality, Sreenivasan Jain examines the contrast between the organisational strength of the BJP and its main rival, the Congress, that has been severely drubbed by the saffron party in the past two Lok Sabha elections.
Jain speaks to the workers and leaders of both the parties at Mumbai North Central constituency, where the Congress has fielded four-time MLA Varsha Gaikwad against BJP’s Ujjwal Nikam, a public prosecutor known for securing the conviction of Pakistani terrorist Ajmal Kasab.
The energy in Gaikwad’s campaign is evidently driven by the presence of its allies, particularly the Shiv Sena Uddhav faction, whose workers hinted at the Congress’ relative lack of ground presence.
On the contrary, the BJP’s presence, on its own, is sizable. Despite Nikam being a fresh face, the party has strong heft on the ground, with political outreach through booth workers, and ward and mandal officers.
The BJP claims it has a person in charge of each page of a voters’ list - the famed “panna pramukhs” - for the 1600-odd booths in the constituency.
Rita Bahuguna Joshi, who jumped ship from the Congress to the BJP in 2016, says the Congress has a lot of the workers, but they are “all disoriented”. “We [Congress] worked from event to event. So the outreach was very fragmented…Now with the BJP, there’s a lot of discipline. Every month, they have two or three outreach programmes for the workers. So everyone works at the grassroots.”
The party’s accountability mechanisms, however, purportedly rely on a mix of surveillance and fear. Khushboo Sundar, another leader who crossed over from the Congress to the BJP says, “There are invisible ghosts in the BJP who monitor you…Like you're working in Tamil Nadu but you’ll have people from Gujarat. You won’t even know.”
“The monitoring really brings in a lot of discipline and...a little fear,” says Joshi.

Credit where it is due. This IS BJP's strength. And it has not happened overnight. It has been in the making for 40 odd years.
For common people to be recruited at this scale and made to work diligently is no mean feat. The BJP's strong ideological foundation of Hindutva has a strong connection with local workers which motivates them to work hard. It gives every booth level worker the cliched "something bigger than yourself" feeling.
Congress as a party has no ideology per se. Ideally, good governance should be THE ideology but that is not so sexy and often not deliverable.
So having something abstract that the majority can resonate with like Hindutva is what makes the BJP the beast it is.
Most people only voted for the 15 lakhs and thought they'd see development. But then many uneducated got Brainwashed by their religion so voted them again. Let's see if it works again. This is the difference between BJP and other parties. I know this is unbelievable for you but when people, booth workers, Panna Pramukh associate themselves with BJP, which is an ideological party. People serve the party with the feeling "You are doing something much bigger than you and your individual goal. You are doing it for the future of your kids and kids of others". It goes beyond a small amount of money they get to take care of themselves and their family. They are not there for money at all, believe me.

Interesting coverage. It gives insights to the role of ground level administration in making BJP win over Congress 90% of the time in direct contest. However, it will also be interesting to see how it is different between the BJP and another regional party that gives a closer fight to the BJP than Congress, say, TMC in WB, or BJD in Orissa. Is there a factor other than the booth level management working for the regional parties?

Congress really needs to see this. They desperately need a people manager because the number of politicians that have switched from Congress in the last 10 years is ridiculous. Sure it may have weeded out the bad pieces but there may be still bad elements that could have been identified if there was proper proper people manager.
Money ofcourse helps the BJP to control their party but the India alliance is lucky to win on the 4th, then it's largely due to how BJP unnecessary issues rather than the India alliance doing something great.
