If you parse words, KJP told the truth. The reporter prefaced her question with "Could you say" and KJP answered with the preface, "I could say". Yes, she "could" say something even if it was an out and out lie. If you were asked, "Could you say the sky is made of butterscotch pudding?", you could honestly answer the fact that you can physically "say" that.
We all know he has issues speaking so its anyway, we all know its the truth as he doesn't lie, right?
