No, Epirus is Greek peopled since the ancient times, the albanian speaking people migrated later into there. And as for the Arvanites...strictly speaking they have never been assimilated because that requires a former national consciousness. But The Arvanites did never feel as Albanians, an albanian nationality didnt exist back then, they just decided, when the new balkan countries were created, to be Greeks. And they have common roots with albanians yes but they have never been "modern" albs.

At some point I agree with you. I believe that modern Greeks (Hellenes) , modern Italians and modern Albanians (sqipetar , forgive me if I made a typing mistake) are quite close genetically , and they all come from the ancient East Mediterranean people (Etruscians, Romans, Ionians , Dorians , Illyrians , Aiolians etc) . We are not Nordic , we are not Slavic , we are not Annglo-Saxons. But we are so selfish that we fight each other . Imagine that in the late 19 century , the Italians (which as I say are close to us Greeks-Hellenes) helped generate the Albanian country , while there were many people that just wanted to unite to Greece that was constantly liberating more Orthodox populations from the Ottoman empire. If we had smart leaders in the 1850 , the emerging Italian country would make an alliance with the emerging and expanding Greek country , and would plan to establish a union of states that would include all 3 countries , and have 3 languages as official languages for the Union.
