Id beg to differ on brazen being terrible, id go so far as to rate it as much better than flatline.
Flatline gives you 15% amp damage on your shotgun, provided your target is pulsed.
Pulsing your target is going to either require you to run technician and the linked laser pointer, lock in one of your skills, or equip heartbreaker and make headshots to trigger the pulse effect.
Technician/LLP will lock you into a potentially suboptimal specialization and force you to give up a 5% crit chance mod on your weapon. Losing a source of crit will negate some of the value of flatline and thus you will not see the full gain of 15% amp.
Brazen, on the other hand, gives you an easily obtainable 24% amp damage just for shooting and hitting a target with your shotgun. It also grants the 24% amp damage on kill.
Another important aspect of brazen is that you can bank the amp damage it provides; meaning that once you trigger it either through connecting your pellets or making a kill, you can switch your weapon and when swapping back to your brazen shotty you will still have 24% amp damage ready to go. You could even potentially trigger the buff in the firing range and keep it banked for when you need it later.
I hear ya champ, but the fact Brazen is stacking with other talents atm I feel is what is making it stronger then it is. Its hard to tell, because it doesn't show it active.
Unless you are landing every pellet, every shot, you are losing DPS. I get pulse res will stop flatline completely too.
I still feel Optimist is the way, I can miss a whole mag and still my last shot will out perform Brazen.
The so called banking of the talent also isn't intentional. Swapping weapons should remove it, and gaining the buff from NPCs shouldnt then carry over PVE damage to apply to PVP.
Don't be surprised if this one is hit in upcoming patches.

I think that Brazen's flexibility, and, at least in pve, the relative ease of landing at least 4-6 pellets on target up close is going to provide better damage output overall than flatline. I do think your argument for the consistency of flatline definitely has merit and can appreciate that perspective, your DMG output being predictable is quite an advantage.
I definitely do think that we'll see some changes to this talent, as it being bankable is... rather odd, as is the fact that imperfect brazen gives the same on kill buff as perfect does.
I'll end on saying I am delighted to see another champion of Optimist on shotguns; I honestly feel like its oddly often and overlooked talent for shorties, especially when I think shotguns are THE weapon archetype that Optimist is best suited for

hello plum, im new to the game do you think a tank status effect build would be good? and how should it be built.
He will no doubt answer but until then go for the gear set Eclipse protocol or umbria. With Golen gear as that gives you status effect on first perk. Weapons the scorpio or iron lung, skills anything that produces status. Tbh your best bet is Google, Division wiki is great for finding gear brands and sets and weapons etc, gives you a good starting point on what gear to use. Obviously you can paste and copy a youtube build but imo when at new player play around with different stuff, gain knowledge from your game not others. Good luck agent

hey champion, welcome to Division! Are you looking for it in PVE or PVP? Ive made a few status tanks in the past, mainly for PVP crowd control, but they will also work in PVE. If you search my channel for "status" a few should pop up.
