- Basically characters that uses outside files to control mugen like exe, cmd files or reboot the game to start a match without letting the opponent load into the fight.

Really Game Paused can exit of your mugen and destroys the game itself of the window? or it was only a special effect?
Sorry for make these kind of questions..i hear fairy tales and stories about the cheap community they can't give that characters unless contacting in private or depending how the creator want to give you his character that if he doesn't refuse..i was interested to have some of that cheapie and null characters in my mugen.
he is pretty much like all of the characters in here, the Dio sprite outside of Mugen is just for show, then he rebooted the game that's all. it didn't really destroy anything in the computer. the cheap community aint like some place for malware makers bruh.

the first few ones in the vid are called reboot chars, they reboot the game into a match where the opponent doesn't exist and wins.
