The Risan building, they are not building it, they are reconstructing it. I think it used to be a very well known hotel in the time of SFR Yugoslavia, which Montenegro was a part of until 1991...And most of the abandoned buildings used to be publicly owned companies that went bankrupt after the war broke out.
